What this tool does

ElevenLabs is a cloud-based AI voice generator and audio platform for turning text into lifelike speech, cloning or designing voices, dubbing multilingual content, generating music and sound effects, transcribing speech, and building conversational voice agents. It offers browser tools for creators as well as APIs for developers. See the official product and model overview.

What can ElevenLabs do?

Its core text-to-speech tools cover expressive narration, dialogue, video voiceovers, podcasts, audiobooks, games, ads, and low-latency applications. Different models prioritize emotional delivery, long-form consistency, or realtime speed.

Voice Design creates a new voice from a written description. Instant Voice Cloning creates a usable approximation from a short recording, while Professional Voice Cloning trains a higher-fidelity model from longer, cleaner samples. ElevenLabs also provides a large browsable voice library.

For localization, Dubbing translates audio and video while attempting to preserve each speaker's identity, timing, tone, and emotion. Other tools include speech-to-text, Voice Changer, Voice Isolator, text-generated sound effects, music generation, Studio projects, and configurable voice agents.

ElevenCreative now also includes image and video generation through third-party models, but voice and audio remain the platform's defining strengths.

Pricing and free limits

The current pricing page lists a Free plan at $0 with 10,000 credits per month, roughly enough for about ten minutes of standard text-to-speech depending on the model. It includes basic speech, transcription, sound effects, voice design, music, image generation, and three Studio projects.

Paid monthly plans currently start at:

  • Starter: $6 for 30,000 credits
  • Creator: $22 for 121,000 credits, with the first month offered at $11
  • Pro: $99 for 600,000 credits
  • Scale: $299 for 1.8 million credits and three seats
  • Business: $990 for 6 million credits and ten seats
  • Enterprise: custom pricing

Starter adds commercial licensing, Instant Voice Cloning, Dubbing Studio, music commercial use, and more Studio projects. Creator adds Professional Voice Cloning. Pro unlocks higher-quality API output, while the business plans add collaboration, seats, and more cloning capacity.

Credits are shared across products. Text-to-speech, transcription, dubbing, music, sound effects, and audio processing consume credits at different rates, so the headline allowance does not represent the same amount of output for every workflow. Paid credits can roll over for up to two months within the documented cap; Free credits do not roll over.

Commercial use and voice rights

The Free plan does not include a commercial license. Free output may only be shared non-commercially under the required attribution rules. The official commercial-use guidance explains the plan distinction.

Outputs created during an eligible paid subscription can generally be used commercially on an ongoing basis, provided you own the necessary rights and comply with the Terms and Prohibited Use Policy. Beta Services are an important exception: their output cannot be used commercially or in a production environment.

Professional Voice Cloning is limited to your own verified voice. A person who wants to share a professional clone must create and verify it through their own account. Voice clones remain inside ElevenLabs and cannot be exported as standalone models. Review the voice-cloning rules and limitations before recording training material.

Privacy and data handling

ElevenLabs says it may use certain customer data to improve its audio models. Users can disable “Improve the models for everyone” under Terms and privacy; the change applies to newly submitted data. Enterprise customer data is not used for training by default. See the model-improvement data settings.

Zero Retention Mode is primarily an Enterprise feature rather than the normal default for individual plans. ElevenAgents conversation data has a documented default retention period of two years, although retention can be configured.

Standard customer data is hosted in the United States. Enterprise isolated environments are available in the EU, India, and Singapore, but there is no documented mainland China data-residency region.

Important limitations

ElevenLabs' credit system can be difficult to predict because every product draws from the same pool. Generations are charged by request rather than by download, and only some unchanged regenerations qualify for free retries.

Voice quality depends on the source recording, selected voice, language, accent, model, and prompt. Noise, inconsistent delivery, multiple speakers, or limited samples can reduce cloning fidelity. A clone is an approximation produced through the synthesis model, not an exact copy of the source recording.

Professional Voice Cloning requires Creator or above and substantial clean audio. Dubbing Studio V1 is in maintenance mode, free-tier dubs are watermarked, and Beta features are unsuitable for commercial production.

Who is ElevenLabs best for?

ElevenLabs is strongest for creators, publishers, localization teams, game studios, educators, and developers who prioritize natural speech, multilingual voiceovers, voice cloning, or realtime voice APIs. It is less suitable for users who need unlimited free output, predictable flat-rate usage, local processing, mainland China data residency, or unrestricted export of a trained voice model.

Is ElevenLabs free?

Yes. The Free plan includes 10,000 monthly credits. It is intended for testing and non-commercial use, does not include credit rollover, and does not provide a commercial license.

Can I use ElevenLabs for YouTube or client work?

Use an eligible paid plan and confirm that the feature is not a Beta Service. You must also own the relevant script, music, voice, likeness, and other intellectual-property rights.

Can ElevenLabs clone any person's voice?

No. Professional Voice Cloning is restricted to the verified account owner's voice. Any voice-cloning workflow also requires appropriate authorization and compliance with applicable law and platform policies.

Does ElevenLabs support Chinese?

Yes. Chinese is supported by several multilingual text-to-speech models, and ElevenLabs provides an official Chinese interface. Naturalness still varies by voice, accent, model, and text.

Does ElevenLabs offer an API?

Yes. APIs are available for text-to-speech, speech-to-text, dubbing, sound effects, music, voice processing, and conversational agents. Model pricing and latency differ.

Is ElevenLabs available in China?

China is not listed among ElevenLabs' sanctioned blocked territories, and the company operates an official Chinese-language site. This does not guarantee consistent local network access, payment compatibility, or mainland data residency.

Does ElevenLabs train on my data?
